Click in the address bar (not the search bar) at the top of the browser. After three failed reboot attempts, Windows goes into recovery mode and one of the options there is to reset the computer. To enter into BIOS, when you are starting/restarting the device, keep pressing F2 key when the Samsung logo appears.
